The Administration for Children and Families (ACF), through ORR, announced its intent to award a single-source cooperative agreement to Burke Law Group, PLLC in Houston, Texas.

The proposed award—up to $150,000,000—would pay for legal orientation, legal consultation, and “attorney-of-record” representation for eligible unaccompanied children (often called UACs). Services would cover immigration proceedings before EOIR and hearings before USCIS while the child remains in ORR care.

The notice also says the agreement would include limited planning and referral support related to discharge from ORR care. The goal is to help children connect with appropriate legal resources after they leave ORR custody.

This is an “intent to award” notice, meaning it signals the government’s plan but does not, by itself, confirm the final contract award.
