The Department of State is amending regulations for the Diversity Immigrant Visa (DV) Program. The goal is to improve program integrity and reduce fraud.
Under the change, DV petitioners will need to provide valid, unexpired passport information. They must also upload a scan of the biographic and signature page in the electronic entry form, or otherwise indicate that they are exempt from this passport-scan requirement.
The rule also standardizes DV guidance language for consular officers by using the word “shall” to make instructions clearer. It further updates terminology used in the DV regulations, including using the term “sex” instead of “gender,” and replacing “age” with “date of birth.”
