USCIS had issued a policy alert on Aug. 29, 2025 saying that, at administrative naturalization ceremonies, only state and local election officials could provide voter registration services—excluding nongovernmental organizations (NGOs).
On Aug. 3, 2026, a U.S. District Court in the District of Maryland issued a stay (a pause) of that 2025 USCIS policy alert while the case is decided on the merits. The court order is in League of Women Voters v. USCIS, No. 25-cv-3777.
As a result of the stay, the court reinstated the USCIS Policy Manual version that had been effective June 28, 2017. USCIS says it will comply with the court’s order while it reviews the decision and considers next steps.
USCIS also states that the online Policy Manual will be updated to reflect the reinstated provisions, specifically in Volume 12, Part J, Chapter 5, Sections F & H.
